ABSTRACT OF THE REPORT BY THE INTERNATIONAL CENTRE FOR POLICY STUDIES: Russian aggressive actions against Ukraine in 2014, including the illegal annexation of Crimea and the military invasion in Donbas, undermined the basic principles of international relations and have led to the introduction of an international sanctions regime against the Russian Federation. Sanctions remain a key instrument to exercise pressure, forcing Russian leadership to adhere to international law, respect Ukraine’s independence, end the conflict in the Donbas region, and to return Crimea under Ukrainian sovereignty. However, the current sanctions regime is plagued by a number of lacunae and is in need of improvement. The Report prepared in September 2019 by the International Centre for Policy Studies, the Ukrainian Institute for the Future, the Polish non-governmental initiative “Sanctions 2020” and the Institute of World Policy specifies current gaps in the sanctions system, suggests urgent improvements of individual and economic sanctions and outlines clear benchmarks for revision of the sanctions regime.
